Ryuji's excited, because he thinks that this meeting will probably bring some stupidly heroic plan of action. Like he wants to confer with his second in command before settling on doing something.
Or just goof off for a bit. He's pretty chill with either, since getting into ridiculous amounts of trouble and getting away with it has become their motif for some time now. He bends at the knees, holding himself in place.

Some of it's a leftover of his his whole "deal with feelings by running yourself ragged so you're too tired to think about it," and the other half's just... something he honest to god loves doing.
